Address used for registration
Your home address is used to calculate the distance between your home and school, which can be a key consideration when choosing a school.
The HSD of a residential address is:
- Based on the building outline in the building plan submitted by the Qualified Person of the development.
- The shortest distance from any point on the boundary around the school to the registrant’s official residential address (based on the building outline).
This is because HSD can change from year to year, for example, when updated building plans are submitted with changes to the building outline, or when school boundaries change.
You have additional considerations when using the following addresses for registration.
You can make a declaration if you meet both of these conditions:
- You and your spouse are both working full-time at the time the declaration is made.
- Your child is under the care of a grandparent or a parent's sibling.
How to make a declaration
The declaration can only be made online. You must have a valid Singpass with 2-Factor Authentication (Singpass 2FA). Find out if you don't have one.Only the parent who made the declaration can use the approved caregiver's address to register your child on the P1 Registration Portal. The other parent will not be able to do so.
Declaration period: From 9am on Monday, 30 June 2025, to 4pm on Thursday, 31 July 2025
Processing time for declaration: Please allow at least 3 working days for your application to be processed.
You must receive the approval email from MOE before you can register your child for P1 using the caregiver's address.If you need help with the declaration, you can refer to this step-by-step guide (1.1MB).
Documents required
You must upload all these documents when making the declaration:
- NRICs of both parents.
- NRIC of caregiver — child's grandparent or parent's sibling.
- Documents showing the relationship of parent and caregiver (such as the birth certificate of a parent, to prove the relationship to the child's grandparent, or the birth certificate of the parent's sibling, to prove the sibling relationship).
You must be prepared to produce additional supporting documents, upon request.
If balloting is required
If the caregiver’s address is within 2km of the schoolYour child will be balloted together with those of the same citizenship living between 1km to 2km of the school. This is regardless of how close the caregiver’s address is to the school.
If the caregiver’s address falls outside of 2km from the school
Your child will be balloted together with those of the same citizenship living outside of 2km from the school.

30-month stay requirement
If the caregiver's address is successfully used for priority admission, you will have to continue with the same childcare arrangement at the same address for at least 30 months from the start of P1 Registration Exercise, which is 1 July 2025 for the 2025 P1 Registration Exercise.In cases where the 30-month childcare arrangement requirement is not met, or where parents are unable to provide evidence to the satisfaction of MOE that the condition is met, MOE will transfer the child to any school in its sole discretion and the parents will have no say in the choice of such school.
The vacant or delivery possession date (VPD/DPD) of the new property you are moving into must be within 2 years of your child's entry into P1. We do not accept its probable completion date.
If your child registers for P1 in 2025, the VPD/DPD must be no later than 31 December 2027. We are unable to consider any requests with VPD/DPD beyond 31 December 2027.
Declarations and documents required
On the P1 Registration Portal, you will register through an online form.On the form, you must undertake to move into your new property within 2 years of your child’s entry into P1.
After you have submitted the form, you must email one of these documents to the school during the phase you are registering in:
- For HDB flat: A copy of the Agreement For Lease (AFL), which can be downloaded from MyHDBPage.
- For private property: A copy of the original Sale and Purchase agreement.
30-month stay requirement
Home-school distance (HSD) category priority is given for the convenience and interest of the family and the child.For a child who secures a school place through the HSD category priority using a new property address, they must reside at the new address (which shall be your updated NRIC address) for at least 30 months starting from the time your family moves into your new home. If not, MOE will transfer your child to any school in its sole discretion and you will have no say in the choice of such school.
Declarations and documents required
On the P1 Registration Portal, you will register through an online form.On the form, you must undertake to reside at your resale property from the start of your child’s P1 school term. If your child registers for P1 in 2025, the P1 school term starts on 2 January 2026.
After you have submitted the form, you must email one of these documents to the school during the phase you are registering in:
- For HDB flat: A printout of the resale flat status from the . It must indicate that HDB has received your application to buy a resale flat.
- For private property: The exercised Option-To-Purchase (OTP) and buyer’s Stamp Duty Certificate.
30-month stay requirement
Home-school distance (HSD) category priority is given for the convenience and interest of the family and the child.For a child who secures a school place through the HSD category priority using a resale property address, they must reside at the new address (which shall be your updated NRIC address) for at least 30 months from the start of the child’s P1 school term. If not, MOE will transfer your child to any school in its sole discretion and you will have no say in the choice of such school.
If your child registers for P1 in 2025, the P1 school term starts on 2 January 2026.
- MOE takes a serious view of parents intentionally using an address solely for the purpose of P1 registration.
- MOE will transfer a child out of the registered school in its sole discretion and parents will have no say in the choice of such school if:
- MOE establishes that there was an intention to abuse the system, or
- Parents are unable to provide evidence to the satisfaction of MOE that information provided during P1 registration was true and accurate.
- It is an offence to give false information to a public officer. Parents found to have given false information during P1 registration will be referred to the police for investigation.
