New and Relocating Primary Schools to Meet Shifting Demand
1. The registration period for children's admission to Primary One (P1) in 2026 will be from 1 July 2025 to 31 October 2025.
2. Information on the P1 Registration process, registration phases, eligibility criteria and user guides can be found at www.moe.gov.sg/primary/p1-registration.
Online Registration via P1 Registration Portal
3. Parents can register their children for P1 through the online P1 Registration Portal () from 1 July 2025, when the registration phase that their child is eligible for opens. Parents can also view the registration phase(s) and school(s) that their child is eligible to register in on the Portal.
4. Parents will require a valid Singpass with 2-Factor Authentication (2FA) to log in to the Portal. Only one parent is required to log in and submit the registration through the Portal. Parents who require assistance during registration may contact the school of their choice via email or telephone (between 9am to 4.30pm) during the registration period.
Publishing of P1 Registration Statistics during the P1 Registration Exercise
5. To support parents in their selection of primary schools, MOE will publish the following information on the MOE P1 Registration website ():
- The list of primary schools and total number of available vacancies in each school for the 2025 P1 Registration Exercise will be available by 24 June 2025. The number of available vacancies and applicants will be updated during each phase of the P1 Registration Exercise. Parents should note that these numbers may change during the exercise if applicants withdraw or make changes to their registration.1
- At the end of each phase2 of the 2025 P1 Registration Exercise, parents can via the P1 Registration website see the finalised information on schools which have sufficient vacancies to admit all registrants and will not need to ballot.
- For reference, majority of schools in the previous year's P1 Registration Exercise had sufficient vacancies to admit all registrants, without the need to conduct any balloting in each respective phase. See details below.

6. We encourage parents to consider a range of schools and explore how these schools' distinctive programmes and offerings can best meet their child's learning needs, interests, and strengths. Parents should also consider schools that are reasonably close to home to reduce their child's commuting time. A longer Home-School Distance could also mean more limited transport options for the child. Parents can use MOE's 外网天堂 at www.moe.gov.sg/schoolfinder for details on each school's offerings.
New and Relocating Primary Schools to Meet Shifting Demand for School Places
Relocation of Two Primary Schools to East Canberra and Tampines North
7. MOE will be relocating the following two primary schools in 2029 to meet the growing demand for primary school places in East Canberra and Tampines North.

8. The location maps of TVPS and DMPS' new campuses can be found in Annex A. There will be sufficient places in Ang Mo Kio and Bedok for all incoming P1 children living in the vicinity of TVPS and DMPS' current locations. To minimise disruption for existing students in both schools, the TVPS and DMPS campuses at Ang Mo Kio and Bedok will remain operational until 2030 (i.e., both schools will operate from two campuses in 2029 and 2030), so that the existing students can complete their studies at their schools' current locations.
MOE Kindergarten (MK) Plans at Townsville Primary School and Damai Primary School
9. In 2022, MOE announced plans to open MK@Townsville at TVPS' Ang Mo Kio campus.4 As TVPS will be relocated to East Canberra, which already has a steady supply of preschool places (including three MKs in the Sembawang area5), MOE will not proceed to open MK@Townsville. The demand for preschool places in Ang Mo Kio will continue to be met by existing preschools in the area, which also has three MKs.6
10. MOE had also earlier announced plans for a new MK in Tampines North in 2029.7 As part of this development, MOE will open MK@Damai at DMPS' new site in Tampines North in 2029.
New Primary Schools in Yishun and Woodlands
11. Two new primary schools will be set up in Chencharu, Yishun and North Coast, Woodlands by 2031 to accommodate the children of families moving into these estates in the coming years. More details on the new primary schools will be shared when ready.
Compulsory Education
12. Under the Compulsory Education Act, Singapore Citizens (SC) born after 1 January 1996 and residing in Singapore are required to attend national primary schools, including government-funded Special Education (SPED) schools. Children born between 2 January 2019 and 1 January 2020 (both dates inclusive) must either participate in this year's P1 Registration Exercise for admission in January 2026 or enrol in the Junior 1/P1 Programme of a SPED school.
13. If a child is assessed by a qualified health professional (e.g., psychologist, psychiatrist, or medical doctor) to be not ready for P1, parents may seek approval from MOE's Compulsory Education Unit for deferment of registration for P1. If the child's birthday falls on 1 January 2020, parents may seek approval for deferment if they want their child to enter primary school in January 2027 instead. Applications can be made using the form available on the MOE website at www.moe.gov.sg/primary/compulsory-education/deferment and submitted by 31 May 2025. Registration for International Students
14. As in previous years, International Students (IS) will register in Phase 3 of the 2025 P1 Registration Exercise, after the allocation of places to all SC and Permanent Residents (PR) in the earlier phases. IS who intend to participate in Phase 3 of the 2025 P1 Registration Exercise must undergo a two-step process:
- Step 1: Submit an online 'indication of interest' form at www.moe.gov.sg/primary/p1-registration/international-students, between 27 May 2025, 9am and 2 June 2025, 4.30pm. Those who do not do so by 2 June 2025 will not be able to register during Phase 3 of the P1 Registration Exercise.
- Step 2: MOE will notify IS applicants who have indicated their interest, via email by October 2025 on whether their child can be offered a P1 place in a primary school. If a place is offered, the parent of the child will be informed of how to register with the designated school.
15. School admission at Phase 3 is not guaranteed, as there may be limited vacancies after allocation of places to SC and PR children.
Address Used for Registration
16. The address used in the P1 Registration Exercise should be the parents' official residential address as reflected on their NRICs. A child who gains priority admission into a school through the Home-School Distance category is required to reside at the address used for registration for at least 30 months from the commencement of the P1 Registration Exercise on 1 July 2025. In cases where this condition is not met, MOE will transfer the child to another school with vacancies. MOE will retain sole discretion in the school assignment (i.e. parents will have no say in the choice of school).
17. Parents who wish to register their child using the address of the child's grandparent or the parent's sibling (i.e. a caregiver) should declare the alternative child-care arrangement by completing the Declaration of Alternative Child-Care Arrangement form at www.moe.gov.sg/primary/p1-registration/home-address between 30 June 2025, 9am and 31 July 2025, 4pm. Parents should submit their declaration early as they must receive an approval email from MOE before they can register their child for P1 using the caregiver's address.
False Information
18. Any registrant found to have provided false information during the P1 Registration Exercise will be referred to the police for investigation. If a child is found to have been successfully registered in a school based on false information, MOE will transfer the child to another school with remaining vacancies. MOE will retain sole discretion in the school assignment (i.e. parents will have no say in the choice of school).
Parents Gateway Available for Parents of Prospective P1 Students
19. Starting from 14 May 2025, parents of prospective P1 students will be able to download and register for MOE's Parents Gateway app on their mobile devices using their Singpass account (available on iOS and Android platforms). Through the app, parents will receive:
- Updates and information on the P1 Registration Exercise process and requirements;
- Information on administrative tasks before the start of school (e.g., P1 orientation dates, purchase of school uniforms and book supplies); and
- Tips on how parents can support their child's transition to P1.
20. Parents are encouraged to prepare early and refer to the MOE P1 Registration Exercise website for the latest updates on the registration exercise and the documents required for registration.
